The council refused plans to change the certified exempted site for the Caravan and Motor Club comprising five pitches to a touring caravan site for 10 pitches as it said the site is in a flood risk zone.
The council's report also said the application failed to demonstrate that the changes would not cause recreational disturbance.
This has put the brakes on Mr Meale’s plans as he planned to use the additional revenue to help fund the farm's continuing diversification.
Mr Meale, 52, said: "It is making it difficult. It just delays things a bit further.
"I want to work with the council.
