Traquinas Childcare, which has operated the nursery on Old Croxton Road in Thetford for 15 years and holds an outstanding Ofsted rating, applied to move from its current semi-detached premises at number 36 into the larger detached property next door at number 34.

The proposal would have increased the number of child places from 24 to 40.

The nursery's owner, who asked members to consider the human cost of refusal, told the committee: "This has never just been a business to us - it's our life.
