Wealthy landowner's 'groundbreaking' mini-mansion scheme shot down

Joe Wiley's plan to add up to 10 luxury homes to the Octagon Park development in Little Plumstead was rejected because it did not "harmonise" with the area.

His idea was to create a "passivhaus" community where homeowners could enjoy lower bills through energy-efficient building materials, but only one of these eco homes has been built.
