South Norfolk Council leader Daniel Elmer has confirmed that, after seeking legal advice over proposals which would see his council and the seven other councils in Norfolk scrapped, he intends to fight the government's decision.

Mr Elmer said: "Shortly after the decision was made, we wrote to the secretary of state to ask for the rationale behind the decision making.

"No response to that has been received, although the secretary of state has chosen to reinterpret........
