Michael Hopmeier, the owner of a Florida-based consulting firm called Unconventional Concepts Inc., has arrived in rural Essex County with a decidedly unconventional proposal: He wants to test Howitzers — yes, Howitzers — on privately owned land within the Adirondack Park.
