Editorial: Are public matching funds safe?

A year has passed since a group of homeless people in the city of Auburn were allegedly offered $30 in exchange for falsely asserting that they were the source of $250 contributions to a state Senate campaign. While these poor people walked away with enough money to buy a few meals, the campaign earned far more: As the Times Union's Emilie Munson reported last week, these $250 donations were multiplied several times over through the state's Public Campaign Finance Program, resulting in many thousands of dollars being paid out to the campaign of Caleb Slater.
Mr. Slater, who was defeated in last November's general election and to date has not been charged with criminal wrongdoing, is a young conservative Republican. But allegations........
