Editorial: A reckless conclusion in the case of Sabeeh Alalkawi

A state attorney general report on the crash that killed Sabeeh Alalkawi has been released nearly two years after a Troy police officer slammed into the 30-year-old’s sedan on Hoosick Street.
The interminable foot-dragging by the attorney general’s office was a clear indication it would decline to press criminal charges against Officer Justin Byrnes. And that’s exactly what happened, even though the 22-page report from Attorney General Letitia James' Office of Special Investigation contains ample evidence the officer’s conduct was dangerous and irresponsible.
