Editorial: A cynical attempt to delay an election

Partisanship is destructive when it insists that any action is good when your team does it and bad if the other side is doing it. A thing that is demonstrably bad — such as a cynical change in election law designed to win short-term political advantage — stays that way regardless of who is pushing it.
Such is the case with New York Democrats' abortive legislative efforts to shut down U.S. Rep. Elise Stefanik’s congressional seat for as long as possible. The attempt left Republicans howling, but everyone who believes in election integrity and political fair play should have been revolted.

The Democrats' bill, introduced Friday night by state Senate Majority Leader Andrea Stewart-Cousins and Assembly Speaker Carl E.
