Churchill: Albany? Let's just call it McCoyville

It is no secret that Albany County Executive Dan McCoy fancies being mayor, at least in theory, and has considered entering the race to replace Kathy Sheehan.
But McCoy doesn’t need to run. More and more, it seems he’ll run Albany from the job he has.

On Tuesday, McCoy’s office raised eyebrows with a news release announcing that his State of the County address included a proposal for the “consolidation of the city of Albany and Albany County.” Um, say what?
A subsequent clarification explained that McCoy only wants to consolidate county and city services. But his actual speech didn’t put much meat on the bone. McCoy mentioned eliminating administrative costs, reducing “bureaucratic overlap” and ensuring money is spent more effectively — but, alas, didn’t say whether any of that could lead to tax cuts.
Sheehan subsequently said McCoy hadn’t bothered to mention the notion to her, an oversight that seemed arrogant and disrespectful even to observers who aren’t fans of the mayor.
Sheehan, of course, is a lame duck........
