Despite the rather awkward imagery in the headline, the substantive points made by Saul Klein are, sadly, all too accurate.

In a budget that contains measures designed to strengthen this country for future generations, damaging Canada’s reputation as a trusted location to educate the best and brightest of the world by limiting student visas puts many of these goals........
