Across the Red Sea: The UAE–Somaliland Strategic Convergence

The relationship between the United Arab Emirates (UAE) and the Republic of Somaliland has evolved into a pragmatic and far‑reaching strategic partnership. Although the UAE does not formally recognize Somaliland as a sovereign state, its policies toward the territory increasingly resemble those reserved for a distinct political entity. This engagement is anchored in long‑term investments in infrastructure, social development, and regional security, positioning Somaliland as a critical node in Red Sea and Horn of Africa geopolitics.

Economic Integration and Infrastructure Development

The UAE has become Somaliland’s most significant foreign investor, viewing Berbera as a gateway between the Red Sea and East Africa. Central to this strategy is the modernization of Berbera Port, led by DP World. An investment of approximately $442 million has expanded the port’s capacity from 150,000 to 500,000 TEUs, transforming it into a competitive regional logistics hub. Complementing the port is the Berbera Economic Zone, a free‑trade area modeled on Dubai’s Jebel Ali Free Zone, designed to attract international businesses through tax incentives and efficient logistics.

Regional connectivity remains a pillar of this economic strategy. The Abu Dhabi Fund for Development financed the rehabilitation of the 250‑kilometer Berbera–Hargeisa highway, a $71 million project that links the port directly to Somaliland’s interior and onward to Ethiopia. This corridor has effectively integrated Somaliland into regional trade networks, granting landlocked Ethiopia an alternative maritime outlet and reinforcing Berbera’s commercial relevance.
