Chief Minister Syed Murad Ali Shah’s announcement of a partnership with the World Bank to reshape Sindh’s reform and recovery agenda is, on the face of it, a welcome development. The proposed initiative promises in-depth analysis across multiple areas of municipal management and urban development, with substantial funds earmarked for projects in Karachi. Targeted financing of this nature, if applied correctly, could help address some of the city’s most chronic service delivery failures.
