What is it about state lawmakers that they have a difficult time making consistent laws that local governments and police agencies can follow and enforce?

They did this with fireworks. They did it with local speed limits. They did it with battery storage facilities. Now they’re doing it with electric bikes and other motorized vehicles that fall somewhere in between the definition of bicycles and cars.

The city of Schenectady is the latest community to grapple with the confusing patchwork of definitions and regulations regarding these vehicles, following a multi-agency crackdown on violators that involved aerial surveillance.
