Here are some ideas for cutting costs. I know that these issues have likely been addressed in the past but I believe they deserve repeating.

When departures and retirements occur in the civil service, require that they be replaced, if necessary, by other individuals in the civil service. I  recognize that it may be necessary to go outside in searching........
