Randall Denley: But is this a city government issue? The provincial and federal governments are the ones with the money and authority to act.

The homelessness issue is a bit of a trap for politicians. Obviously, it’s a problem, but simply promising to reduce it seems inadequate. The temptation is to go for the home run, eliminate homelessness altogether.
