Muhammed Izhan, 22, was allowed to stay in the UK after winning an appeal against his removal on the grounds of mental health.

The decision on November 11 came less than two weeks after he had pleaded guilty to sexually assaulting two women in a busy Norwich street in broad daylight.

He was fined £200 for the offences.
