Culture wars! Rival arts venues in wrangle over who should take on city institution

The other is a more recent upstart, but one with a still impressive heritage which has seen it named as the country's best small venue.

Now, the Norwich Theatre Royal and the Arts Centre are locked in a battle over another of the city's cultural institutions.

Both venues want to run the St Andrew's and Blackfriars' halls, collectively known as the Halls, a Grade I-listed events space with room for 1,200 people.

While one thought it had sewn up the deal four months ago, this agreement was scuppered when the other stepped in and the rivalry has intensified ever since.

Norwich City Council, which owns the Halls, was forced to restart the tender process and a decision has still not been reached about who will run the site.
