Council decides over plans to turn city centre office block into holiday flats
Norwich City Council planners said the bid to turn 46 Rose Lane into living accommodation did not meet nutrient neutrality requirements.
The policy requires people looking to create new houses in conservation catchment areas to offset the nutrient output from the houses, which would damage the environment, by purchasing credits.
