City man locked in a dispute with council over what is considered an annex

The applicant, known only as Mr S Mann, who lives at Sunnyside off Longwater Lane, sought retrospective planning permission from Broadland and South District Council for a "self-contained annex" at his property in Costessey.

The annex, which is 13 meters away from the plot's main property, used to be a garage but was converted into a two-bedroom house for Mr Mann's son, daughter-in-law and their child to give them some privacy.
