Green county councillors wanted Norfolk County Council to commit to the funding, saying it would encourage more people to cycle and improve safety.

But Conservative councillors said they did not have the cash to be spending £20m every year - and were already investing considerable sums on improvements which would benefit cyclists.

The call for the spending was made in a motion tabled at a meeting of the full county council on Tuesday.
