The council received 11 complaints about the Conservative leader's Facebook post to her friends, which showed a picture of a steak meal she was about to tuck into, with the caption 'wonder what all the poor people are doing?'

Critics accused her of mocking those less well off than her. Those who complained said she had failed to adhere to the code of conduct for councillors, so should be referred to the council's standards committee.

Kat Hulatt said Mrs Mason Billig had not breached the code of conduct because she was not acting as a councillor when she posted the remarks privately.
