Officers from Broadland District Council have argued that Hill Residential's 239-home development in Thorpe St Andrew should still feature some low-cost properties.

The firm has applied to scrap an earlier agreement to include 79 affordable homes at its Racecourse Plantation site, saying the increased cost of meeting extra environmental measures made the scheme unviable if the commitment remained.
