Can an HOA track down the owner of a foreclosed townhouse?

The new owner of a property in Harris County needs to submit Form 25.25(b)RP (called Request to Correct Name or Address on a Real Property Account) along with a copy of the recorded deed.

Q: A property in my townhouse complex was foreclosed on in April (unpaid HOA dues, etc.). The Harris County Appraisal District still shows the previous owner. We have been unable to collect homeowners association dues, thus placing a burden on the other residents. Management has not been able to find any record of the new owner. Is there a requirement that a deed must be recorded within a certain amount of time to reflect a change of ownership?

A: The deed has probably already been recorded. The problem is that HCAD is usually not notified when a property........
