Education is a key driver of growth, innovation, research, technology and nation-building. Educational policies ensure that education contributes to long-term national priorities. The transition from the National Policy on Education 1968 to the National Policy on Education 1986 and now the National Education Policy 2020 reflects changing national priorities. Change is the law of nature, so is the educational landscape, which is going through transformations to align with the changing regional and global scenarios. Similarly, the Acts establishing the University Grants Commission (UGC), All India Council for Technical Education (AICTE), and National Council for Teacher Education (NCTE) were enacted respectively in 1956, 1987 and 1993 to regulate, coordinate, and improve different sectors of higher education in India. 

No single policy or act can remain effective indefinitely, as every generation faces new challenges and opportunities. Every policy and act have limitations that become evident only during implementation. The Viksit Bharat Shiksha Adhishthan (VBSA) seeks to replace the UGC, AICTE and NCTE acts as a Unified Higher Education Regulatory Framework aiming to reduce regulatory overlap while maintaining academic standards as envisioned in NEP 2020. The VBSA will not be applicable to PCI, BCI, VCI, RCI, NMC, NDC, NCISM, NCAHP, NNMC. The VBSA bill was introduced with the hope that it carries the solution to the existing challenges........
