Public school education benefits from a bias for the local community, including local decision-making, and responsiveness to the local community. State schools are highly centralized. They favour and promote the values of the central authority and they minimize local impact, local conditions and local priorities.
For more than 30 years, the Government of Alberta has been re-orienting what was once a public school system toward the state school model.
