Plans to build 24 homes off a busy road 'not acceptable'
David Greenwood, of Albion Properties, had submitted an outline planning application to South Norfolk Council last year to build a housing development in Thurton, near Loddon.
The proposed site runs by the A146 Norwich Road and is set to be accessed from Vale Road via a new priority T-junction between existing residential properties.
Now the Environmental Quality Team at the council has objected to the plans and said: "The Environmental Noise Impact Assessment indicates that the noise level of the southern boundary is so elevated that they are classed as being a Significant Observable Adverse Effect Level.

"This means that the noise levels would be considered to have a significant detrimental impact on the health of the proposed occupants of the houses along the southern boundary. This is not acceptable."
The report, submitted by the applicant, said that suitable external building fabric specifications proposed would provide appropriate internal noise levels, including double glazing trickle vents for the houses overlooking Norwich Road.
The plans have received more than 25 objections from people living nearby, with fears about the "serious highway safety hazards" it would create.
One neighbour had said: "The A146 is a key route that is already heavily congested and a known accident risk.

"The addition of traffic from this development will significantly worsen this situation, creating serious highway safety hazards and increasing the likelihood of collisions."
The parish council had also objected to the bid and raised fears about the safety of pedestrians.
Planning documents said that eight of the properties will be affordable and the proposal will offer a range of two to four-bedroom homes.
The bid also includes 44 new car parking spaces.
Planning officers at the council had given the applicant an extension of time until April 10 to allow them time to submit amended details.
