Council seeks tougher action on flytippers and litterbugs as fines quadruple
Great Yarmouth Borough Council is considering hiking how much it can charge people caught in the act for a range of misdemeanours through changes to its Fixed Penalty Notice (FPN) policy.
Litterbugs could be fined £250 on the spot - a 200pc increase from the previous charge - while flytippers face a £1,000 FPN, four times more than costs set currently.

The details have emerged in a new report, with cabinet members to discuss the changes next week.
Officers hope they have found the right balance........
