The Green Party at Norwich City Council had been seeking to raise the leader's allowance by 26pc, with a larger increase for her deputy and further rises across the cabinet.

Every councillor's basic allowance would have gone up too, from £7,805 to £10,005, making Norwich's members the best paid of any district council in Norfolk and Suffolk.

The increases had been recommended by an independent panel, and the Greens supported the proposal by arguing that councillor pay had fallen behind inflation and risked deterring people from all walks of life from getting involved in local politics.

The proposal was one of the administration's first moves since seizing City Hall for the first time in May.
