Lisa Alston, Labour candidate for Town Close, was accused by Town Close councillors Emma Corlett, an independent, and Cate Oliver, a Green, of "shameless grifting" for claiming credit for two years of campaign work.
But Ms Alston dismissed the criticism and said she was "delighted" to see the toilets reopen.
She said: "If I am elected to Norwich City Council, I will continue to campaign for more public toilets to open.

"They make it easier for people to spend time and money in parks and boost the economy by increasing footfall.
"The mural looks fantastic.
"These paintings of places in our community show just what an amazing place we live in."
The more than 100-year-old Jenny Lind Park gate next to the toilet block has also been cleaned and repainted as part of the investment.

Reprezent Project, a non-profit organisation, the nearby Bread and Roses Community Cafe and the Garage supported the project, which was funded by a Norwich City Council grant.
Ruben Cruz, CEO and founder of Reprezent Project said: "It was a privilege to work on this project with residents.
