Fred Muskett had appealed to the Planning Inspectorate after Great Yarmouth Borough Council refused his plans to extend and convert Martham Telephone Exchange on Repps Road into a one-bedroom home.

The inspector said that any social, economic or environmental benefits associated with the construction of one house would be "relatively limited".
