Norfolk leader blasts government's much-vaunted devolution bill
Labour ministers say the English Devolution and Community Empowerment Bill will mean communities can "take back control" of their regions by handing them new powers.
It comes at a time when Norfolk is waiting to discover the specifics of a devolution deal - transferring powers from Westminster to the county - the government is offering.
That deal will include an elected mayor for Norfolk and Suffolk, with the first election due in May next year, pending legislation.
