Department for Transport guidance is that 20mph zones and 20mph speed limits should be "generally self-enforcing", given road conditions and measures such as signs and traffic calming.
Norfolk Police has previously said it does not routinely enforce 20mph limits and zones.
But the force has said it will do so if "clear evidence of significant non-compliance or injury collision history supports such action".
Earlier this month, county council leader Kay Mason Billig said she wanted to see the police carrying out more enforcement in such areas.
