Kay Mason Billig, leader of Conservative-controlled Norfolk County Council, will meet ministers in London on Thursday to vent her fury over the delay to the election - and to the associated devolution deal for the two counties.

She revealed she had been interviewing candidates for the role of chief officer for the new combined county authority - due to be created as part of the devolution deal for the two counties - when a minister called her to say the May mayoral elections would be postponed.........
