County councillor Alexandra Kemp said turning out the lights at the Bawsey Dips is playing 'Russian roulette' with people's lives.

Norfolk County Council agreed last year to switch off 1,000 street lights across Norfolk to cut carbon emissions by an annual 76 tonnes and save £200,000 a year.
