Mahmood Latif has applied for retrospective planning permission for the security measures on his premises on Norfolk Street in Wisbech.

He says in a planning statement: "These shutters are designed for security purposes, as the windows have been maliciously smashed twice, once when I purchased the property and it was undergoing repairs,........
