Caister Community Hub, owned by Norfolk County Council (NCC), was shut on February 14, three weeks after its windows were battened down.

The building was run by the social enterprise Independence Matters.

Workers at the site had been critical of the "awful working conditions" they had to operate in during those three weeks.
