Richard Nugent is being ordered to cease operating the building on North Quay in Great Yarmouth for occupancy of six people.

The enforcement notice was served after Mr Nugent had applied for retrospective planning consent to change the use of the building from a dwelling to occupancy for six people.

It was when the bid was lodged that the council realised that the building had been operating illegally for "many years" as a "class four, house in multiple occupation" rather than a "class three, dwelling".

The council says it has served the enforcement notice because the "communal areas are small and cramped" for six people, and the bedrooms........
