Libya Government and Radaa Force reach agreement to ease Tripoli tensions

On September 13, 2025, Libya’s UN-recognized Government of National Unity (GNU), headquartered in Tripoli, announced a preliminary agreement with the powerful Radaa Force, a well-armed militia that has controlled key parts of the capital for years. According to government advisers and local media reports, the accord is designed to end months of tensions that had occasionally erupted into violence, particularly in central Tripoli and its surrounding districts. The negotiations were reportedly facilitated by Turkey, which has historically played a prominent role in supporting the Tripoli-based government and mediating between rival factions.

Ziyad Deghem, an adviser to the head of the Presidential Council transitional body, indicated that the details of the agreement “will be announced to the public at a later date.” While neither Radaa nor the GNU has issued official statements yet, local broadcaster Al-Ahrar shared a video on social media showing Ministry of Defense forces entering Mitiga International Airport, which has been under Radaa’s control since 2011.

Tripoli has long been emblematic of Libya’s political and security fragmentation. Since the NATO-backed uprising in 2011 that toppled Moamer Kadhafi, the country has struggled to build a unified government, and multiple armed groups have maintained de facto control over territories, infrastructure, and even basic services.
