Editorial: Is this the end of the Trump trade war?

If the questions Wednesday from both ends of the Supreme Court’s ideological spectrum are any indication of how it will rule on President Donald J. Trump’s tariffs, his one-man global trade war and tax hike may be about to end.
Long overdue as that may be, it would be a welcome development for two key reasons.

First, it would affirm what’s long been obvious to anyone — conservative or liberal — who takes the trouble to open their pocket copy of the U.S. Constitution to the first clause of Article I, Section 8, the “Powers Granted to Congress.” It states as clearly as can be, “The Congress shall have Power To lay and collect Taxes, Duties, Imposts and Excises. …”
Second, it could end the biggest tax hike on Americans in more than a generation, costing the average U.S. household by one estimate $1,200 this year, rising to $1,600 next year. Mr. Trump has falsely claimed that tariffs are paid by the countries whose goods they’re imposed on. The reality is that they are paid by the businesses and........
