To understand why so many New Yorkers dislike and distrust state government, consider the situation faced by some homeowners along Saratoga Lake.
Six years ago, the state Department of Transportation repaired a crumbling section of Route 9P, which included adding a fence and a 12-foot retaining wall. Nothing wrong there; the repairs were vitally necessary. But as the Times Union's Wendy Liberatore recently reported, the work destroyed or removed the staircases that homeowners had used to get the water, eliminating lake access.
