Four weeks, 28 pending Bills, and a House that adjourned within hours of convening: the Monsoon Session has begun with a storm

Parliament’s Monsoon Session, running from July 20 to August 13 with nineteen sittings, carries a packed legislative docket: Bills on income tax, MSME reform, foreign contributions, births-and-deaths registration, and a new higher-education regulator to replace the UGC and AICTE. But one Bill will dominate everything else - the Constitution (130th Amendment) Bill, which proposes automatically removing a Prime Minister, Chief Minister or minister from office after thirty days in judicial custody on serious charges. The Joint Parliamentary Committee reviewing it has voted to retain this clause even as formal adoption of its full report remains stalled,........
