The future of a previously proposed solar farm at Tryon Technology Park is uncertain, as the Town of Johnstown mulls extending its solar moratorium ahead of a public hearing on Monday.

Nexus Renewables, a renewable energy company based in Toronto, first proposed the 29-acre project in 2021. The agreement would include a leasehold agreement with the Fulton County Industrial Development Agency (IDA) to develop the 6.9-megawatt array at Tryon Technology Park.

The project, which was set to cost $5.6 million when an IDA resolution was adopted in 2021, also would include $240,000 in sales exemptions that were set to expire on Oct. 31, 2022, and an additional $19,000 in mortgage recording tax exemptions. According to the resolution, Nexus Renewables would enter a payment-in-lieu-of-taxes agreement with the Broadalbin-Perth School District and the Town of Johnstown, although the terms of that agreement were not outlined.

“Nexus Renewables went through the process with the Town of Johnstown and the IDA to develop potential solar at Tryon Technology Park, and Nexus Renewables actually received a special-use permit to do so from the town,” IDA Director Scott Henze said. “However, for various reasons, Nexus Renewables did not start their project, and the time clock that the town gave them to start the project, based upon the special-use permit, expired.”

Henze couldn’t say whether costs associated with the project have gone up in the years since the initial applications, or how much the IDA is looking to sell the acreage for. He added that the IDA will need to revisit the application when the time comes.
