One of the problems with a lot of laws in New York is that they’re written so vaguely or incompletely that they make it difficult for even experienced judges to interpret them.

The result is inconsistent rulings that often work against the very people these laws were designed to protect.

The state’s bail reform laws. The state’s laws regarding disclosure of police disciplinary records. Even the state’s longstanding Freedom of Information Law (FOIL) have often needed clarification.

One good thing about New York government is that when lawmakers recognize a law’s shortcomings, they can go back and make changes to close loopholes and reduce ambiguity to ensure clarity in the interpretation and application of the........
