Title VI, Civil Rights Act of 1964
No person in the United States shall, on the ground of race, color, or national origin, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any program or activity receiving Federal financial assistance.
It’s one thing to have rights.
It’s another to have an identifiable, accessible individual who knows those rights, has the authority to receive and investigate complaints of discrimination, who can address issues when those rights are violated, and who serves as a resource for those seeking to understand and exercise........
