If the draft legislation to regulate battery storage systems was introduced three months ago, and the draft only needs some fine-tuning to generate a final version, then why does the town of Rotterdam need to extend its moratorium on such systems six whole months longer?

It’s true the technology of battery storage systems has been evolving, and that measures to protect the public against fires, explosions and toxic air pollution have had trouble catching up.
