Viorel Culiuc, 38, faces an allegation of rape over the incident at Earlham Cemetery in November 2018.

It comes five years after police said they had identified a suspect but had been unable to trace his whereabouts after he was believed to have left the country shortly after the attack.

Culiuc was due to appear at Norwich Magistrates’ Court to face a single charge of oral rape but failed to attend the hearing.

Court documents give his home address as Pietzing, a village near Munich in southern Germany.
