Neil Farrow is the businessman behind plans to transform the Cadet Training Centre in Hilary Avenue, off Plumstead Road, into a mental health rehabilitation facility - but has become locked in a battle with City Hall.

And now planning inspectors have sided with the local authority, producing a damning report outlining "gloomy and unwelcoming" spaces which are likely to "undermine the wellbeing" of those living in the facility.
