Schools trust broke rules handing payments of nearly £5000 to CEO's mother
The Heart Education Trust, which ran three schools in Norwich and one in Lingwood, was probed by the Education and Skills Agency after a whistleblower raised the alarm about "financial irregularity".
The subsequent investigation found the trust, which has since merged with the larger Unity Schools Partnership, broke a number of regulations prior to the move.
