Explained: Delimitation debate and a battle for fair representation for South India

In simple terms, delimitation means the correct representation of the population. In India, each state has a different population and the work of delimitation is to ensure their accurate representation in Lok Sabha and Vidhan Sabhas. The scope of delimitation also keeps changing due to the increase in population and thus delimitation work keeps happening from time to time. This process ensures that the constituencies are divided properly according to the increasing population.

It may be noted that the Delimitation Commission was formed to ensure delimitation and the Delimitation Commission Act was established in 1952 under which the Central Government has the right to establish a Delimitation Commission as per the need.

All the states and union territories of India have seats in the Parliament and how many seats each state will get is decided on the basis of delimitation. The responsibility of delimitation is given to the Delimitation Commission which is constituted by the Central Government by making a law in the Parliament. This Commission prepares a report on the basis of census data, with the help of which the seats required for the Parliament are distributed. It also ensures that geographical areas should be divided in such a way that no one political party gets the benefit.

Southern areas of India like Kerala, Tamil Nadu and Andhra Pradesh have less population than the northern states and they fear that they may have to suffer losses in the next delimitation. It is worth noting that the number of Lok Sabha seats has not changed since the 1970s and in 1976, through the 42nd amendment to the Constitution, the next delimitation was stopped till the 2001 census. Its purpose was to address the concerns of those states that played an
important role in population control.

Delimitation or redrawing of boundaries of constituencies to unable fair distribution of seats according to population is a process that takes place under Articles 82 and 170 of the Indian Constitution and is conducted by the Delimitation Commission. India’s population........
