Opinion | Trump 3.0? A Possible Third Term And The 22nd Amendment
Former White House chief strategist and MAGA loyalist Steve Bannon has publicly declared that Donald Trump “is gonna be president in ’28", insisting there is “a plan" among his inner circle for yet another term.
That claim has reignited debate over the meaning and strength of the United States’ presidential-term limits, especially the 22nd Amendment, which states plainly: “No person shall be elected to the office of the President more than twice…"
Given that Trump has already been elected twice (2016 and 2024), the constitutional pathway to a third elected term appears blocked. So, how does one read into the bold assertion of a plan?
Bannon has said that the Trump team intends to have Trump back on the ballot in 2028, and if he’s on the ballot, “he’ll win". In interviews, he made clear that the 22nd Amendment is seen not as a final barrier but as a “barrier we’ll work around" via “different alternatives". In parallel, Trump himself said in an interview that he was “not joking… there are methods which you could do it".
